Occupational Exposure Monitoring - Occupational Exposure Assessment

 

Today there are a wide range of chemical substances put to good use within the workplace, ranging from process materials through to cleaning fluids, lubricants, coatings and solvents. In addition to this we have chemical releases, both direct and indirect, from combustion and/or heating processes; whether these are from large-scale furnaces or even from small-scale soldering units.

The fact is that many of these substances are now believed to have hazardous characteristics, and the HSE amongst others are continually quantifying these hazards in an attempt to ensure that employers provide a safe working environment for employees, visitors, and others.

The approach to deal with this has resulted in the responsibility falling largely upon the employer, whereby any company that uses (or produces through their activities) chemicals for which an Workplace Exposure Limit (WEL) or manufacturer exposure standard has been set, will be required to make provision to control, prevent or limit personal exposure to such substances. In addition to this, in some circumstances there may also be a requirement for biological sampling or other medical observation to be undertaken, by the employer.

As part of this provision it may be appropriate to operate local exhaust ventilation (LEV), ambient air extraction, and/or air filtration equipment for the purpose of maintaining a working environment of an acceptable air quality, as well as provide appropriate personal protective equipment in accordance with the Personal Protection and Equipment Regulations 1992. Reference should also be made to Schedule 1 of the COSHH Regulations 2004 (as amended) and the appropriate HSE sector guidance.

Further to this requirement it may also be prudent to ensure that:

  • hazardous substances should only be used where no less-hazardous alternative is available

  • exposure to, or contact with designated substance(s) is kept to a minimum

  • the design, use, and capability of any PPE, RPE or LEV system is appropriate for its purpose

  • the atmosphere within the working environment is monitored regularly, and especially so when changes to the working practice occur
